Personal reference or recommendation letter is written by a person who is familiar with the job candidate and can speak to his or her abilities and characters.

A good personal reference letter should include the following:

The second paragraph of this letter contains the specific information of the person you are writing about. Include the reason why the candidate is qualified and how they can contribute by giving examples of some of his or her qualities and skills. Also, include the reason for providing a recommendation letter.

Summary. This is a section where you give a summary of why you are recommending that person (candidate).

The conclusion paragraph mainly contains an offer to provide more information through phone number, email address or any contact information.
